Solano College trustees support DACA, diverse student body – Daily Republic

A resolution supporting a diverse, educated population – including students in the federal Deferred Action for Childhood Arrivals program – won support from Solano Community College trustees.

Trustees meeting Wednesday approved the resolution that also notes that the California Community College Chancellor’s Office condemned DACA’s end as “a heartless and senseless decision that goes against American ideals and basic human decency.”

“Solano Community College is committed to educating every member of our community through the provision of an educational environment that supports and protects students from any disruption that may impair their right to an education,” the resolution read in part.

Budget on SCC agenda – The Reporter

A public hearing and the adoption of the 2017-18 budget, a change order and completion date for the new Biotechnology and Science Building project at the Vacaville Center, and an appointment to the Measure Q Citizens Oversight Committee are on the agenda tonight when the Solano Community College District governing board meets in Vallejo.

The seven-member board is expected to approve the $153.3 million in expenses, well in excess of $110 million in revenues, according to agenda documents. The general fund, at $65.2 million, accounts for most of the budget, followed by capital outlay, at $49.4 million, debt service of $25.3 million, child development at $823,000, and trust expenditures of $11.6 million.

Trustees are expected to approve the budget.

The change order stipulates the completion date for the new $26.3 million Biotechnology and Science Building project at the Vacaville Center, on North Village Parkway, will be Oct. 18, instead of Sept. 17, to allow for completion of some final work.

SCC leaders to condemn hate and violence, consider new library – The Reporter

A resolution condemning hate and violence, several Measure Q-related items, and the proposed 2017-18 budgets are on the agenda when Solano Community College leaders meet tonight in Vacaville.

Trustees are expected to approve a resolution that condemns the Aug. 12 violence in Charlottesville, Va., which resulted in injury and the death of anti-hate demonstrator Heather Heyer, but, at the same time, go on record that the school is a place where free speech is respected, encouraged and shared but opposes racist and “intolerable views that impede a safe environment where teaching and learning can occur for all,” according to the resolution’s wording.

The governing board also is expected to approve more than $42 million in Measure Q and state funding to begin building a Library/Learning Resource Center at the main Fairfield campus, at 4000 Suisun Valley Road. Measure Q was the $348 million bond approved by county voters in 2012.

Several contract change orders related to Measure Q, a Department of Defense grant, an agreement with the Bay Area Clean Water Agencies for classroom instruction are on the agenda when Solano Community College leaders meet tonight in Fairfield.

Trustees will review and likely approve some half-dozen small Measure Q contracts before considering a significantly larger one with Pacific Gas & Electric for electric service facilities for intersection improvements at the Vacaville Center on North Village Parkway. The contract is nearly $68,000 to relocate a junction vault out of a classroom building driveway. It does not include related trenching work, according to agenda documents. (Measure Q was the $348 million bond passed by Solano County voters in 2012 to improve and modernize college facilities.)

Science, veterans’ center at heart of Solano College ceremony – Daily Republic

Administrators and trustees at Solano Community College might want to keep a hard hat and shovel nearby at all times.

The college, which has broken ground and finished construction on a small city’s worth of buildings recently, added another Wednesday, breaking ground on a new $37.6 million science and engineering building, which will also include the school’s new veterans’ center.

“This is a very exciting time for Solano College and the communities we serve,” said Superintendent/President Celia Esposito-Noy. “We are working to keep pace with the demands of our students and the workplace.”

LGBTQ Pride Month, union contracts on SCC agenda tonight – The Reporter

A resolution declaring June as LGBTQ Pride Month, a public hearing about the initial proposal from Local 39 of the Operating Engineers union, and a contract amendment for the ongoing theater renovation are on the agenda when Solano Community College leaders meet tonight in Fairfield.

The governing board is expected to approve a resolution declaring June as Lesbian, Gay, Bisexual, Transgender and Queer/Questioning Pride month “to acknowledge that all Americans are affected as long as the promise of equality for all remains unfilled,” to urge everyone at the campus and across the nation to work together to advance and promote equal rights for all regardless of sexual orientation or gender identity, according to agenda document wording.

The public hearing about the initial proposal from Local 39 of the Operating Engineers union will cover such workplace concerns as hours and overtime, pay and allowances, transfers and promotions.

“Sunshining” bargaining proposals, Measure Q contracts on SCC agenda – The Reporter

Sunshining of bargaining proposals between the Solano Community College trustees and Local 39 of the Operating Engineers union, several major construction contracts, and the educational agreement between Mariani Nut Company of Winters and the SCC District are on the agenda when college leaders meet tonight in Fairfield.

Local 39 has presented its initial bargaining proposals to the district board for the purpose of sunshining, as required by law. To sunshine bargaining proposals is to inform the public what will be discussed during labor negotiations. The topics include — no surprise — pay and allowances, working conditions, hours and overtime and leaves of absence.

Public comment on the proposals will be received at the next governing board meeting, June 7.

The eight-member governing board will consider a $78,000 contract with Consolidated Engineering Laboratories for project special inspection and testing services for the new science building project at the main Fairfield campus.

 

Voyce to take seat as Solano College trustee – Daily Republic

Quinten Voyce, the winner in a three-candidate race for the 5th Trustee Area of the Solano Community College District’s governing board, will be sworn in at 6:30 p.m. Wednesday.

Voyce, 30, of Fairfield, is a science teacher who works in the Early College High School Program at the community college. It is a program in which students can earn associate degrees while earning their high school diploma. He works through Rodriguez High School.

He received 44.54 percent of the vote. The next closest candidate had 30.07 percent. He replaces Monica Brown, who did not seek re-election to the college board and was elected to the county Board of Supervisors.

Smith, Gaut, Silva lead Fairfield-Suisun School District races – Daily Republic

Bethany Smith was leading in the Fairfield-Suisun School District Trustee Area 1 race as of 12:30 a.m. Wednesday with 1,676 votes compared to 1,279 for Spencer Marks and 1,075 votes for Mike Wright.

Smith was optimistic about the results but remained guarded until the final count comes in later.

“I am feeling very good about where things are at,” Smith said, “but don’t want to count it done yet.”

Joan K. Gaut was clearly the winner for the Area 2 seat with 3,356 votes. Melvin L. Cockhren II had 1,037 votes.

2 more seek Solano College board seat – Daily Republic

Chris Fickes and Alvina Sheeley are running for the Solano Community College District board of trustees seat that Monica Brown has represented.

Brown is running for the Solano County Board of Supervisors and the two candidates – along with Quinten Voyce, who had already announced his candidacy – seek election Nov. 8.

Fickes was born and raised in Fairfield and graduated from the University of California, Davis.

Candidate Voyce seeks Solano College seat to serve students – Daily Republic

A lot of students leave town to go to other community colleges, said science teacher Quinten Voyce, who seeks a seat on the Solano Community College District board of trustees.

Problems with getting classes and concerns about accreditation at Solano College spur the travel, said Fairfield resident Voyce, 30.

Dealing with those issues should be a top interest of trustees, he said, but students get the message that it’s not.

Vallejo residents take out candidacy papers – Times Herald

Local residents took full advantage of the candidate nomination period’s first two days to pull election papers.

According to information supplied by the Vallejo City Clerk, current Councilman Bob Sampayan and business owner Randy Golovich pulled mayoral candidacy paperwork Monday.

Kyler Thompson, and Joseph Mickelson took out mayoral paperwork on Tuesday.

Former Vallejo City Councilman Hermie Sunga, and current Councilwoman Rozzana Verder-Aliga have picked up city council paperwork, as well.

Four city council seats, including the mayor position, are open this November.

Solano College board eyes $6M in changes for new science building – Daily Republic

The Solano Community College governing board on Wednesday will consider approving $6 million in changes to plans for the new science building at its Fairfield campus.

The costs of the proposed changes would be funded from Measure Q program reserves, bond interest income and an adjustment of the Vallejo site improvements budget, according to a Solano College staff report.

The recommended changes would increase the square footage of the new building significantly and could require construction of a partial second story to the building, though a preference for a one-story structure will be included in the design-build request for proposal, the staff report said.

The Solano Community College Governing Board is slated to review several items Thursday regarding the search for a new district superintendent/president.

During the 5 p.m. special meeting, trustees will be asked to appoint Yashica Crawford as the chair of the superintendent/president screening committee.

Crawford serves as chief of staff to the president’s office.

The board will also review the committee membership, which includes several trustees and representatives from the various campus constituent groups.

Notable members of the committee include Vacaville trustee Sarah Chapman and board president A. Marie Young, who represents Vallejo.

Suisun City Mayor Pro Tem (Vice-Mayor) Lori Wilson has been selected to serve on the committee as a community member.

The Solano Community College Governing Board has an important task Monday night: The trustees are expected to name the school’s interim-superintendent/president.

Last week, SCC Superintendent Jowel Laguerre was appointed chancellor of the Peralta Community College District.

Laguerre will take over from Jose Ortiz, who is retiring after three years in the position. Laguerre is expected to officially begin work in July.

“It’s really bittersweet,” Laguerre said last week. “But I’m really excited (about the new opportunity) and the things we have done at Solano.”

Laguerre said at the same time he will miss the people at SCC, especially the faculty and staff, who are always focused on making the college better.

Solano College, faculty reach tentative agreement – Daily Republic

A contract negotiation stalemate between the Solano Community College District and its faculty association broke on Wednesday when both sides came to a proposed agreement after a year of talks that went to impasse in December.

Negotiations were part of a three-year contract that expires in June.The contract was ratified in 2012 knowing that three key items – salary, workload and teacher evaluations – would be revisited in the third year of the contract. While other issues factored in, the divisive problem was money.

The district faculty wanted a raise; Wade Larson, the associate vice president of human resources, said that with a $2.1 million budget deficit, there was no money for raises.

An agenda item involving Measure Q bond project revisions worth in excess of $8.6 million was pulled from the Solano Community College Governing Board agenda Wednesday night.

The item amending the bond Spending Plan Update was not ready to be presented, needing more review time, said Leigh Sata, the college’s executive bonds manager.

The revisions were:

  • The Vacaville Center biotechnology and science building will increase in size to include a program area encompassing a full science, technology, engineering and math curriculum. Approval would increase the project budget from $28 million to $34.5 million.

Former Solano College police officer hopes to unseat incumbent – Vallejo Times Herald

Jose “Joe” Ramos is tired of standing on the sidelines; he wants to help Solano Community College continue to be a gem in the community. That’s why he is seeking election to the college board.

Ramos, 57, is a retired SCC police officer who describes himself as just an “ordinary guy” who was educated in (Vallejo’s) public schools.

“I may not have a master’s degree but I’m capable of serving (on the governing board),” he said. “I was on the front lines interacting with students, faculty and staff. I saw the actual challenges.”

Ramos said his primary reason for seeking election to the board is to continue helping students, faculty and staff at SCC.

Solano College board set to approve deficit budget – The Reporter

The Solano Community College Governing Board — facing a $1.3 million deficit — will meet Wednesday to discuss and approve the 2014-15 fiscal year budget.

In early August, Yulian Ligioso, Vice President of Finance and Administration at SCC, reported to the governing board that the district was headed toward a $2.6 million deficit for 2014-15.

Ligioso updated the board in September that he had trimmed around $1.6 million from the deficit by freezing the hiring of new personnel for several vacant positions, reducing the amount of overtime available and working with the adjunct faculty budget.

SCC district to save money this November – The Reporter

Faced with a $2.6 million deficit for the 2014-15 fiscal year, Solano Community College officials received a bit of good fiscal news when three of the four trustees seeking re-election this fall were removed from the November ballot.

California law states that when an incumbent for a community college district board is the only individual to file candidacy paperwork, then the contest is removed from the ballot by the county registrar of voters.

Incumbents A. Marie Young, Denis Honeychurch and Sarah Chapman were automatically given four additional years after they were the only individuals to file candidacy paperwork for their respective races before the Aug. 8 deadline.
