John Pulgencio has a bum knee and regularly walks his golden retriever Sam both for the dog’s sake and to exercise his own limbs. But as he walked by nearby Pennycook Elementary School in Vallejo, an idea came to him.
Lots of people walk their dogs, or go for a jog, or walk for pleasure in the area. Why not harness those eyes and ears for the good of Pennycook Elementary School?
