Economic times are hard, most agree. You have to wonder if some government agencies believe it.

Late last year, the Fairfield-Suisun Unified School District board considered reducing the number of trustees from seven to five, since two members had said they would not run again. Presented with a chance to save a little money, the board declined and decided to keep seven members.
