In a special study session of their 2012-13 budget, Vacaville Unified School District trustees on Thursday mulled over cutbacks of employees and programs and touched on the possibility of dipping into excess cash reserves to soften those reductions, as Superintendent John Niederkorn called the pending fiscal process “a shared burden” among stakeholders.
