There seem to be two philosophies behind the hiring of school superintendents, and each has been demonstrated this month in the choices made by trustees of the Vacaville and Fairfield-Suisun unified school districts.
One approach is to look within and promote someone who might stick around for a while to provide some stability. The other is to go outside the district and bring in someone with new ideas, even if he or she isn’t likely to stay long.
