It appears that Vallejo school board President Marianne Kearney-Brown may have not officially resigned from the school board, after all.

Kearney-Brown confirmed to the Times-Herald on Thursday night that earlier in the day she sent a resignation letter, via email, to Vallejo City Unified School District Superintendent Adam Clark and board Vice President Bob Lawson.

However, according to the district’s board bylaw 9222, a written resignation letter from a trustee needs to be sent to the Solano County Superintendent of Schools.

Vallejo City Unified School District President Marrianne Kearney-Brown has resigned from the board, she confirmed Thursday evening.

Kearney-Brown said she sent an email letter of resignation to board vice president Robert Lawson and Superintendent Adam Clark. The move comes after a contentious school board meeting on Wednesday where she walked out.

Vallejo school district to wrestle with budget concerns – Times-Herald

Though still trying to meet a Dec. 15 deadline, Vallejo Unified School District staff will be asking the board to ask Solano County for an extension for turning in its required financial audit materials at Wednesday’s meeting.

The Education Code allows for extensions for completing an audit under the right circumstances, but the district needs to get the request to the county in time for the county to make the request to the State Controller’s Office and the California Department of Education by Dec. 15.

Trustees will also review and consider approving the district’s First Interim Report for 2018-19, as required by Assembly Bills 1200 and 2756. This is a mid-term financial report as of Oct. 31 that reflects the district’s current revenue and expenditure projections through June 30, 2019.

VCUSD Superintendent performance evaluation special meeting today – Times-Herald

A special meeting of the Vallejo City Unified School District is planned for 10 a.m. today — Monday, Nov. 26 — to do Superintendent Adam Clark’s overdue Performance Evaluation.

This will be done in closed session, with a public session to follow, to report any reportable actions taken during the closed session.

There are also a few vendor contracts the board will be asked to either accept or decline at this meeting, including one between the Vallejo City Unified School District.

A changed vote expected on charter high school petition – Times-Herald

Outgoing Vallejo City Unified School District trustee Ruscal Cayangyang wants to change his vote rejecting the Griffin Academy High School, so the board plans to rescind that decision and vote on the matter again, at Wednesday’s meeting.

At last week’s meeting, Griffin Academy’s petition to establish a charter high school associated with Vallejo’s MIT Academy, from which students could simultaneously earn a diploma and an AA degree from Contra Costa Community College, was defeated 3-2, with Cayangyang on the prevailing side.

A comprehensive review of the application found Griffin mostly in compliance with legal requirements, but some issues remained, including lackluster math scores among 11th graders at MIT, decreasing enrollment, and “differences in demographics of student enrollment between other school operated by petitioner and Vallejo City Unified School District.

Fox, Gross, Ubalde elected to Vallejo school board – Times-Herald

The people of Vallejo have entrusted one of the five Vallejo school board seats to teacher John Fox.

It wasn’t much of a contest as Fox has received 15,731 votes — establishing a comfortable lead over the seven other candidates vying for three board seats up for grabs, according to unofficial vote totals reported on the Solano County Registrar of Voters’ webpage.

“Thank you citizens of Vallejo for believing in my campaign, my message and in me. Though the election results aren’t final, I am humbled by the show of support,” Fox wrote on his campaign’s Facebook page. “We have a lot of work to do to bring about needed positive change to the Vallejo School Board, that which we were all promised two years ago.”

Kearney-Brown’s status to be discussed at VCUSD meeting – Times-Herald

Agreements with its unions, approval of the Griffin Academy High School, and a possible changing of the guard on the dais are scheduled for discussion at the Vallejo City Unified School District Board of Trustees meeting on Wednesday.

The issue of whether Marianne Kearney-Brown, who ascended to the board president position when Burky Worel resigned a few meetings ago, will be able to retain that post, is on the meeting’s agenda. Trustees will also discuss electing a new vice president in case there is a change.

The approval of Griffin Academy, which is connected to the MIT Academy charter school, would have no impact on the current budget but will likely negatively impact revenues beginning in the 2020-2021 fiscal year, due to loss of student average daily attendance.

Local residents ready to go to the polls – Times-Herald

Election day is finally here as local residents decide on City Council races in Benicia and Vallejo, as well as positions on the Vallejo City Unified School District board as well as the Benicia school board.

Vallejo City Council incumbents Pippin Dew, Katy Miessner, along with Jess Malgapo are all seeking re-election to the seven-person City Council.

All three were elected in 2013. On that same ballot, Vallejo residents approved an amendment to the city’s charter moving the council elections from odd to even years.

Vallejo school board campaigns rack up $18,938 in cash since Sept. 23 – Times-Herald

Six of the eight Vallejo school board candidates racked up a combined $18,938 in cash between Sept. 23 through Oct. 20, according to financial records submitted to the Solano County Registrar of Voters Office.

Vallejo City Unified School District Board of Education incumbent Tony Ubalde’s re-election campaign picked up the most monetary contributions with $5,550 during that month period.

The campaign received $1,000 donations each from the Vallejo Chamber of Commerce, and Dutra Cerro Graden, a commercial real estate firm.

The firm’s CEO is Landis Graden, former Vallejo planning commissioner and 2016 mayoral candidate.

Residents seeking more information about the Vallejo school board candidates are encouraged to view the Citizens for Vallejo candidates’ forum held on Sept. 30, the group announced.

Recorded by Marc Garman, the videotaped forum has been edited and is now available for viewing at the CFV website — www.citizensforvallejo.net.

“Learn more about the candidates positions. Watch the candidates speak on issues of importance to the Vallejo school district,” CFV officials said in a news release. “This may be your last opportunity to hear these candidates views on the Measure S school bond, district hiring, student absenteeism, solving the district’s deficit and charter schools, a few issues addressed at the forum.”

Officials said that seven of the eight candidates participated in the forum. Questions were prepared in advance by CFV and selected from the attending audience, they added.

Addressing test scores, staffing update at VCUSD meeting – Times-Herald

How the Vallejo City Unified School District is going to address its students’ poor standardized test scores is scheduled for discussion at Wednesday’s school board meeting.

Some of the other items include the district’s business office action plan, a progress report on its plan for increasing the number of students graduating college and/or career ready and an update on staffing.

A report on the California School Dashboard — data reported through the state information systems and by local districts, which is required to be updated by Nov. 16, is also on the agenda as are a slew of contracts with outside vendors.To qualify for its $4 million in federal funds, state law requires district schools to develop single school plans for student achievement, aimed at bringing all students’ academic performance to state standards level. Only Vallejo Charter School has developed a Local Control Accountability Plan instead. The plans must be reviewed annually and submitted to the Governing Board for approval.

Newly tenured teachers, more vendors on tap for VCUSD’s board meeting – Times-Herald

The Vallejo City Unified School District’s Board of Trustees meeting Wednesday will include an update on teacher staffing; a list of those who have attained tenure, certifying this year’s teaching materials, work to be done at various sites and another slew of contracts with outside vendors.

The meeting will also recognize October as Breast Cancer Awareness Month and Bullying Prevention Month.

The Education Code stipulates what Governing Boards must do to receive funds for textbooks and instructional materials and to expend those funds. Resolution No. ­2874 is presented to the Governing Board to provide for the annual certification for 2018-2019 school year. Its adoption permits the district to use this school year’s state instructional materials funds, which is estimated to be approximately $600,000.

Vallejo School Board to elect new vice president – Times-Herald

The election of a new vice president, in the wake of former president Burky Worel’s resignation, will be among the topics discussed at the regular Governing Board of Education meeting at 6 p.m. today (Wednesday).

Also on tap: Officially recognizing CC and Amber Sabathia for their help to students, as well as another list of recommended contracts between vendors and the Vallejo City Unified School District.

Superintendent Adam Clark will make the case for recognizing CC and Amber Sabathia Day for their PitCCH In Foundation’s ongoing distribution of backpacks and supplies to Vallejo students — most recently 1,800 at Vallejo High School and one to every 1st, 2nd and 3rd grade VCUSD student and to every student at Cooper Elementary School. Since its inception, the PitCCh In Foundation has donated more than 47,000 backpacks to students, saving parents hundreds of dollars.

Citizens for Vallejo hosting candidates forum Sept. 30 – Times Herald

Citizens for Vallejo (CfV) is hosting a public candidates forum for the Vallejo City Council and Vallejo City Unified School District contests, the group announced this week.

The forum will take place from 1 to 5 p.m. on Sept. 30 at the Springbrook Masonic Temple, 101 Temple Way in Vallejo.

The City Council forum will run from 1 to 2:50 p.m. and the School Board forum will run from 3 to 4:45 p.m.

“The purpose of this forum is to introduce the public to the candidates running for the Vallejo City Council and

Vallejo school board,” CfV officials said. “The object is to inform as many people as possible the positions of each candidate.”

Eight candidates vying for Vallejo school board – Times Herald

There are actually eight candidates fighting for three Vallejo City Unified School District Board of Education seats this November.

Solano County Registrar of Voters officials confirmed Monday morning that Christy Gardner completed her candidacy paperwork before the Aug. 10 deadline.

A candidate list on the county’s website previously showed that Gardner had missed the deadline.

With Gardner’s addition, she joins a crowded field which includes all three board incumbents and four other challengers.

Board President Burky Worel, along with trustees Ruscal Cayangyang and Tony Ubalde, will attempt to keep their seats on the five-person board.

Both Worel and Ubalde were re-elected to the board in 2014.

Sub teacher raises and vendor contracts on VCUSD agenda – Times Herald

A raise for substitute teachers and another slew of contracts Vallejo City Unified School District officials want approved fill the agenda for the school board’s meeting Wednesday.

The trustees are being asked to approve a restructuring of substitute pay to a tiered model with $160 for daily subs, $170 daily for long-term subs and $205 daily for retiree subs.

The district has had problems finding subs, so, in an effort to make the district more competitive with surrounding school districts, the staff is proposing increasing substitute pay. This is expected to cost about $2.3 million.

The agenda also includes what amounts to an appeal for one contract denied at the last meeting.

As part of the superintendent’s report, Chief Academic Officer Cheri Summers will offer what amounts to an appeal of the board’s decision to deny implementation of Imagine Learning, Inc. at the Aug. 1 meeting. That contract would have provided 2018-19 school year licenses to support language, literacy, and math strategy developments for all K-5 students, and especially English Learners, students performing significantly below grade level and students with gaps in specific concepts and skills. Principals and other staff members have requested the opportunity to address the board about the impact of this action.

Elite Charter School denied, by Vallejo school board – Times Herald

Ramona Bishop’s dream of opening a charter school in the area has been dashed.

Again.

The Vallejo school board shared a rare moment of unity Wednesday night, voting 5-0 to reject Bishop’s ELITE Charter School petition.

Wednesday’s denial is the second such repudiation for the former Vallejo City Unified School District Superintendent in 2018. It comes nearly seven months after the Solano County Board of Education dismissed Bishop’s earlier plan to open a countywide charter school network.

Wednesday’s rejection at the district’s Board of Trustees meeting prompted a quick exodus of interested onlookers.

The board room was filled by many audience members wearing purple “Elite Parent by Choice” T-shirts in support of Bishop’s proposed charter school. When that petition was ultimately turned down, the room immediately drained of people, laughing and talking loudly, preventing the meeting from going forward for several minutes.

The Vallejo City Unified School District Board of Trustees is set to consider approving a slew of contracts with outside consultants, including five aimed at addressing “disproportionality” in suspensions and special education referral.

Also at Wednesday’s meeting, members will consider a $19,360 contract with DPREP, Inc., for CPR/First Aid and Active Shooter Response Training, and De-escalation, Tactical Communications, and K-12 Bus Driver Safety Awareness. And they’ll consider a $21,000 contract for Fiscal Crisis & Management Assistance Team to conduct a review of the district’s Operations Department and another $14,500 to do the same with the Human Resources Department.

The trustees also plan to deny the Charter Petition for the Establishment of Elite Public Schools, proposed by former superintendent Ramona Bishop.

Halfway through the month long nomination period and the Vallejo school board continues to generate interest as now seven residents have pulled candidacy paperwork, according to the Solano County Registrar of Voters.

Trustees Tony Ubalde and Ruscal Cayangyang joined the paperwork party on Friday, as they both seek re-election to the Vallejo City Unified School District Board of Education.

Board President Burky Worel, along with Ryan Messano, Allan Yeap, Clarence Martin, and John Fox have taken out candidacy paperwork to serve on the five-person board — none have submitted completed forms, yet, the county website states.

Vallejo school board approves bond measure for site repairs – Times Herald

There will be a $194 million bond measure on the November ballot, as the Vallejo City Unified School District Board of Trustees voted for it 4-1 on Wednesday.

Trustee Ruscal Cayangyang was the only dissenting vote.

It was the second vote at the same meeting for a bond to get the money needed to repair crumbling school facilities. Even this is nowhere near the amount needed to do everything that needs to be done, district officials say.

Cayangyang offered a compromise measure, for a $50 million bond, since the nearly $200,000 one had failed once before but, no trustee would second that motion. Following several comments from other trustees and community members, Cayangyang amended the amount to $100 million and then, $110 million, which got a grudging, provisional second from trustee Tony Ubalde. But the alternative lost in a 4-1 vote, with Cayangyang the only “Yes.”
